PARKING PERMIT INFORMATION

The Student Service Centre Locations:
Murdoch Campus - Chancellery Building Level 2
Rockingham Campus - Administration Building Level 1

Murdoch Campus

Red Zone
- Car parks: 2, 3, 4, 5, 7, 8 and 9.
For University staff and students and commercial staff who have purchased Red Zone parking permits.  Murdoch University permit holders) are not permitted to park in Visitors Ticket parking areas even if a ticket is purchased.'

Green Zone - Car parks: 1, 2, 5, 7, 8 and 9.
For University staff and students and commercial staff that have purchased Green Zone, Red Zone or Campus Living Village parking permits. Murdoch University permit holders are not permitted to park in Visitors Ticket parking areas even if a ticket is purchased.

Campus Living Village Purple Zone - Car park: 6 and all Green Zones.
For Student Village residents and staff who have purchased Purple Zone parking permits.  These permit holders are not permitted to park in Visitors Ticket parking areas even if a ticket is purchased.

Visitors Ticket Parking - Car parks 2, 3, 4, 5 and 7.
For visitors or non-permit holders who have purchased a valid ticket from one of the designated ticket machines on campus.

Easy Access Bays – All car parks 1, 2, 3, 4, 5, 6, 7, 8, 9; these bays are all close to buildings. ONLY for University staff and students, commercial/tenant staff and visitors with ACROD permits and University staff and students with Murdoch Blue Temporary Easy Access (Accessible) parking permits.  Not to be used as a pick up / drop off service.

Motor Cycle Bays - Car parks: 2, 3, 4 and 7. For motorcycles, scooters only. There is no requirement to purchase a permit for parking in these bays.

Service Bays – All car parks; For authorised commercial vehicles temporarily servicing the University.  A valid temporary service vehicle permit is required to be clearly displayed.

Loading Zones – Various locations should University staff and students, commercial staff or service personnel need to load or unload equipment or goods, please be aware that the time limit of "15 minutes only" strictly applies.  Not to be used as a patron drop-off and pick up.

Personal, Corporate and University Reserved Bays – All car parks; Designated bays allocated to University staff and students, commercial staff, University Pool Vehicles, Faculties and Divisions where a Yellow Reserved parking permit has been approved and purchased. Vehicles not registered with the permit are not permitted to park in these bays.
If the allocated bay/s is full, parking in Red or Green zones is permitted without penalty. 

Peel and Rockingham Campus Permits

Student/Staff/Commercial Permits
Regional campus staff, students and commercial staff are required to obtain a parking permit from The Student Centre at either the Peel or Rockingham Campus only however there is NO charge for the permit. University staff and students must be employed and or enrolled at either the Peel or Rockingham Campus for at least 50% of their FTE/credit points to qualify for the free Green Zone permit.  ID and enrolment details are required to be presented when applying for such a permit.

Visitors Parking
Rockingham Library Visitor parking is available in car park 2 at the Rockingham campus. Murdoch University permit holders are not permitted to park in visitors parking areas. Rockingham campus visitors may park in any bay available other than service, easy access or reserved bays in car parks 2 and 3.  Peel campus visitors can park in any of the four (4) car parks without a permit except in service, easy access or reserved bays. 

Alumni Permits
Alumni members are entitled to a free green zone parking permit which must be applied for and renewed annually. To obtain this you must present personally to The Student Centre, provide a student card or photo identification and complete an application form.  This permit is neither available to current Murdoch University staff and students or commercial staff nor transferable to family or friends.  Failure to display a current permit or sharing the permit may result in an infringement being issued.
There is no reciprocal parking arrangement with any other Perth university for a Murdoch University Alumni permit.  Refer to Reciprocal Parking for further information.

RECIPROCAL PARKING

Reciprocal parking is NOT available with UWA, Curtin University, ECU and Notre Dame.   Each university has elected to cease their arrangement with Murdoch.

CONDITIONS OF USE

Affixing of permit
Remove expired permit and apply current permit to inside of front windscreen in lower right hand corner. If a "card" type permit is held, it must be displayed on the dashboard so that all details are visible from the outside.

Transfer of permit between vehicles
Permits are issued to one person and are not transferable to anyone else. Permits are provided with static covers. Permits may only be transferred between alternate vehicles that have been registered under the permit system. Permit holders must advise The Student Centre of any changes to address, vehicle or vehicle plate number.

Temporary Permit
Should the permit holder forget to transfer their permit to the vehicle brought onto campus, a free Temporary Permit must be obtained from The Student Centre by producing their photo ID card. Vehicles not displaying a permit may be infringed. Notes on vehicles are not acceptable.

Permit Authority
A parking permit does not guarantee a parking bay (exception applies to Reserved Permit holders). Current Permit holders must only park in the designated areas applicable to the type of permit held (refer to Section One): http://www.murdoch.edu.au/ofm/services/parking.html#permits .

Replacement Permit
Permits are the responsibility of the permit holder and if lost, stolen or damaged will incur a replacement charge for reissue. Lost, stolen and damaged permits must be reported to The Student Centre, and an application for a replacement permit completed and processed along with a police report number and or a statutory declaration
All permit replacements with the exception of an upgrade will incur a fee of $30.

Refunds
Parking permit refunds are available provided the permit is returned to The Student Centre at the Murdoch Campus by the last day allowable to withdraw from the University, without incurring HECS liability. For full year permits: First semester refunds before 17 March-100%, before 25 August-50%. For one semester only permits: before 17 March-100%, second semester before 25 August-100%.

By Laws
The Traffic By-Laws are detailed in Part III of the University By-Laws. All vehicles (except motorcycles, scooters or bicycles) parking on the University Campus between the hours of 8.00am and 4.15pm weekdays must display a current University parking permit, scratchie coupon or a valid metered parking ticket. Operating and parking a vehicle on campus is a privilege. This privilege may be revoked if a driver breaches Traffic By-Laws, fails to pay a fine within the period required or contravenes any of the accepted practices of safe motor vehicle operation. Breaches of Traffic By-Laws are strictly enforced and will result in the issue of an infringement notice and the payment of a penalty. 
Failure to pay an infringement may result in the following:
Inability to purchase the following year’s parking permit; driver’s licence being suspended; staff final salary being withheld; students enrolment being encumbered (i.e. results withheld or graduation suspended) all until such time as the infringement and associated fees are paid in full.

Penalties and Appeals
The University is authorised to impose penalties for infringements committed under the University Land and Traffic By-Laws. The issue of an infringement notice allows the person 7 days in which to appeal. Appeals against infringement notices issued must only be made in writing on the Infringement Appeal Form and addressed to the Office of Commercial Services, Murdoch University. Verbal and email explanations will not be accepted. Appeal Forms can be obtained from The Student Service Centre or downloaded here (pdf).  NOTE: WAIVER OF INFRINGEMENTS WILL ONLY OCCUR IN EXCEPTIONAL CIRCUMSTANCES.

Liability
The University does not accept responsibility for damage to or loss of vehicles on University land nor for damage to or loss of accessories or contents in any vehicle. Damage to or stolen vehicles, contents or personal property should be reported to Murdoch University Security Services (telephone: 9360 6262) and the Murdoch Police Station (telephone: 9313 9000).

Speed Detection and Speed Limit
Our aim is to prevent traffic accidents and injury to pedestrians and other road users. Security Services conducts regular speed detection checks. Infringement notices will be issued to road users who exceed signposted speed limits.

Ministry of Justice - Fines Enforcement Registry
Failure to pay an infringement will result in the infringement being registered with the Fines Enforcement Agency with additional costs incurred. Failure to pay Fines Enforcement Registry will result in your drivers or vehicle licence being suspended until the notice is paid.

TYPES OF PERMITS

Student Parking Permits
Complete a Student Parking Permit Application Form, visit the Student Service Centre or apply via the online parking system.
University students can purchase a red or green zone; Note there is NO part time permit option.  Students who are also staff members at Murdoch University are required to purchase a staff parking permit.

Staff Parking Permits
Staff members are to complete a Staff Parking Permit Application Form (to be printed on PINK paper) or apply via the online parking system.
Eligibility for payroll deductions is restricted to permanent members of staff or those on a fixed term contract of at least one year's duration.
University staff can purchase a red or green zone permit.  Note there is NO part time permit option.  Staff who are also students members at Murdoch University are required to purchase a staff parking permit.

Tenant / Commercial Staff
Employees of all commercial tenants / operators on campus, Guild of Students staff or non Murdoch University employees working on campus are eligible and required to purchase a parking permit. Documented proof of employment and ID are required. Application forms and payment to be made at The Student Centre.

Temporary/Casual Staff
Staff employed on short-term contracts at Murdoch University have the option of purchasing monthly permits. Documented proof of employment and ID are required. Application forms and payment to be made at The Student Centre. Renewal of permits is contingent on return of the expired permit.

Easy Access Parking
A valid ACROD parking permit is required to be displayed by University staff and students, commercial staff and visitors when parking in Easy Access (Disabled) bays.
The Equity Office may authorise the issue of a temporary permit to enrolled students who have a short-term disability or medical condition if a medical certificate stating duration required is supplied from their doctor to a maximum of 3 months which maybe renewed.  Students are required to purchase and display a parking permit only with the temporary blue easy access permit; failure to do so may result in an infringement being issued.

Non-permit holders and visitors to campus, between the hours of 8.00am and 4.15pm weekdays, should park in these designated metered car parks and display the purchased ticket clearly.

Daily Parking
Scratchie Coupons
Scratchies are valid for one day in the Red and Green Zones only. Scratchies are only available for purchase at The Student Centre. They are not for use in Visitors Ticket parking areas, Service, Loading zones, Disabled or Reserved bays.

Permit and infringement payments and permit changes, including all upgrades, downgrades, refunds, exchange and replacements must be processed at The Student Service Centres at each Campus. Payment options include cash, cheque or EFTPOS facilities.

PARKING IN MARKED BAYS

All vehicles must park wholly within the bay. Under no circumstance may vehicles park on verges, double yellow lines, in access ways, or any area not set aside for parking a vehicle. Vehicles must park in the designated parking areas in accordance with permit, coupon or ticket entitlements.

After Hours Parking
Parking is free of charge on campus at the weekends and between the hours of 4:15pm and 8:00am Monday to Friday (including gazetted Murdoch University public holidays) in any Red, Green & Visitors ticket parking area. Permits are required for all Reserved, Disabled, Service Bays and Loading Zones.

Summer/Winter Vacation Period
During the designated University summer vacation (December to February inclusive) and the mid-semester break (July) visitors may park in the Green Zone only free of charge. Permits are required by all other patrons and in all other areas.
