Section 2 INTRODUCTION

Section 2.2 Boundary of MurdochNet

MurdochNet is made available to the Internet via the Murdoch University Network.

Murdoch University Network

Murdoch University Network means a computer network that uses a range of IP addresses registered to Murdoch University for computers and other network devices that provide access to the Internet. This Network is available for use by staff and students at Murdoch University with authorised accounts on University computers and is accessible from computers on the campuses and via remote access by dialup.

Network and Communication Services

The University may, via formal arrangement, provide network and communication services to affiliated institutions, or to other educational or research institutions or organisations; or to organisations with a recognised association with the University. A designated range of IP addresses, when provided as part of such services, are within the range of registered IP addresses used by the University for the Murdoch University Network. A designated range of IP addresses may be used for an Internet Accessible Subnet. Any Servers run on computers on such a subnet are subject to this policy, as is the management of Content hosted on or accessible via those Servers.

Internet Content Host

Internet Content Host (ICH) means any Server that hosts or provides access to Internet-accessible Content.

Internet Content Host Status

The Australian Broadcasting Authority (ABA) administers the Broadcasting Services Amendment (Online Services) Act 1999 and defines an Internet Content Host (ICH) as:

a person or organisation who owns or manages computer hardware on which Internet content is stored. In the first instance, the ABA aims to identify the ICH with reference to the IP address that corresponds to the URL of an item of Internet content. The person or organisation to whom an IP address has been allocated will be considered to be the ICH.

The University, as the organisation to whom a range of IP addresses has been allocated, is an ICH. The University may therefore be subject to a take-down notice from the ABA if a Server run on a computer on the Murdoch University Network is reported to be hosting prohibited Internet Content. These computers may be using the murdoch.edu.au domain or sub-domain, or an alternate domain name (eg. www.parkercentre.crc.org.au, www.murdochcollege.wa.edu.au).

Internet Content Hosts

In addition to the HyperText Transport Protocol (HTTP, HTTPS), other Internet protocols such as Telnet and File Transfer Protocol (FTP) are used to provide access to University information resources and services. It is recognised that FTP Servers may also be used to host University Content such as teaching and learning materials, and that Content hosted on Web Servers may include links to files hosted on FTP or other Servers using Internet protocols. These Servers therefore also function as Internet Content Hosts.

Internet Content Hosting Service

Internet Content Hosting Service means a service that uses an Internet Content Host to provide access to Content where such Content is not the responsibility of the organisation providing the service.

An ICH on the Murdoch University Network may be used to provide an Internet Content Hosting Service for other educational institutions or research organisations, or professional associations, conferences, or publications, where it is agreed that providing such a service supports the University’s mission to extend knowledge, stimulate learning, and promote understanding, for the benefit of the community.

Servers and the IT Security Policy

The management of FTP and other Servers, is subject to the IT Security Policy. Similarly, the management of computers used to host databases, software applications and programs that are accessible via Web Servers, is subject to the IT Security Policy. However, the management of MurdochNet Content hosted on FTP or other Servers on the Murdoch University Network and the MurdochNet Content hosted in databases, is subject to this policy. 

As a collection of information resources and services, the boundary of MurdochNet can be described in three dimensions. The dimensions are:

  1. The type of Servers used to host Content, or to provide access to Content.
  2. The type of Content made accessible via Servers.
  3. The type of Links included in thatContent.
