How casual vacancies are filled

A casual vacancy arises when a member resigns from a committee or leaves the University before her or his term on that body expires, or when there are insufficient candidates for an election. The arrangements for filling casual staff vacancies are:

  • Academic Council
    An election must be held to fill the balance of the member's term, unless that balance is less than six months.
     
  • Committees of Academic Council
    Academic Council appoints someone to the position, either for the balance of the term or for a new, full term.
     
  • Divisional Boards
    The Board may co-opt a staff member to fill the position for the term of the vacancy. [This is not mandatory.] The person co-opted must be eligible for election to the position being filled.
     
  • President of Academic Council
    An election must be held to fill the balance of the term, irrespective of how long the balance is.
     
  • Research & Development Board
    Academic Council appoints a staff member to fill the vacancy.
     
  • Senate
    If the unexpired portion of the term of office is six months or more, a casual election is conducted. The person elected serves only the balance of the term. If the unexpired portion is less than six months, the position may be left vacant or an election may be held.
