Ricky has been the CEO of the Western Australian Local Government association since 2000. Prior to joining WALGA, she was the Director General of the Department for Culture & the Arts, a position she held for 18 months, Chief Executive Officer of Perth Zoo for four years and a Director of Human Resources at the WA Tourism Commission for seven years.
Ricky sits on the ROADS Foundation, The McCusker Foundation for Alzheimer’s Disease Research, the Indigenous implementation Board, the Local Government Insurance Board and various Local Government committees and Boards. She is past President of the Australian Institute of Management and the Board of the Art Gallery of Western Australia. She was the Western Australian Businesswoman of the Year in 1997 and was awarded a Public Service Medal in 2007.
Ricky now shares the benefits of her experience in consulting to organisations. She is expert in facilitation and group process, individual and group coaching skills, mediation and conciliation skills, conflict resolution and relationship building skills, counselling and psychotherapy skills, leadership and management mentoring.
Her capabilities in these areas have had significant impact. She was responsible for developing and leading the process of amalgamation of the three Local Government Associations, the Country Shires Councils Association, the Country Urban Councils Association and the Local Government Association in to a single association – the Western Australian Local Government Association. The process was developed over a 12 month period, leading to the establishment of WALGA in 2001.
She was also responsible for establishing the Systemic Sustainability Study for Local Government and the production of the final report for reform of Local Government in Western Australia which was endorsed by Local Governments in September 2009.
Ricky established the Peer Support Program for Local Government in Western Australia which consists of a mediation/conciliation process for Councils in trouble. A mediation/conciliation training program was established for potential people participating as peer support people. Over the years, many Councils have taken advantage of the process. She has coached numerous councillors, CEOs and staff of Local Governments, and conducted Strategic Planning workshops for the Australian Local Government Association; Rangelands, NRM; Conservation Commission and various other smaller NFPs.
